Maureen Schmitt
was reported as “continuing her service”
as township finance manager in last month’s newsletter,
when in fact, after holding the title of township bookkeeper for
10 years, she was recently promoted to the new title.

Recycling Makes Cents
Last year, the township
collected 52 tons of newspaper curbside and 247 tons in the
container behind the municipal building, 221 tons of co-mingled
recyclables, one ton of aluminum cans, and 33 tons of white metal
appliances, all of which generated $8,324 in tax-saving revenue.
In the wake of the holiday
season, township crews collected and chipped 14.2 tons of
Christmas trees into recyclable organic mulch.
The curbside collection of
recyclables now includes bundled or bagged newspapers on the same
day that co-mingled plastic, bi-metal and glass containers are
picked up. For fiscal 2008, the township anticipates saving
$65,000 through single-stream collections.

Van
Up For Bids

over a $1,000 minimum. The vehicle only has 65,181 miles on the
odometer, compiled while being used by sewer authority personnel,

officers. The van’s condition is fair, but it needs some work
from someone with mechanical ability.
Interested parties can submit a
sealed bid to the township office at
5021 Pennell Rd.,
Aston PA 19014 until March 14.

Drainage
Fights West Nile
The Aston Board of Health
reminds residents to keep birdbaths and pools drained during
winter. A small volume of stagnant water can allow mosquito larvae
to survive, even under a layer of ice. Controlling the mosquito
population is the key to checking the spread of West Nile Virus.

B-Ball
Court Hours To Change
Commissioners will be
considering the adoption of an ordinance amendment at their March
19 meeting that would change the hours that portable basketball
backboards can be used. Currently, backboards must be removed from
the public right of way for at least 12 hours from 8pm
to 8am every night, whereas the amended ordinance will
require removal from 9pm to 9am.

Commissioners also intend to
adopt the international property maintenance code this month. By
enacting the state-endorsed guidelines for property upkeep, the
township will have greater enforcement leverage against chronic
violators.
Township
Fees Rise Along With Costs
The cost of doing business with
Aston Township will now be the minimum fee charged. Effective
March 1, the township will be charging higher permit and licensing
fees in several categories to keep up with the increasing cost of
providing services. Contractors are advised to review the new fee
schedule, which is now available at the township office.

Commissioners
Approve Senior
Housing Project
Township commissioners have
granted final land development plan approval to Joseph Grace
Company to build 182 age-restricted condos on a 10-acre parcel
between Pennell and Old Pennell rds.
The latest proposal called for
four residential buildings (two at 51,800 sq. ft. and two at
63,000 sq. ft.) and a two-story clubhouse to be constructed in and
around steep slopes.
The approved plan shrinks the
size of building #4 by 20% to reduce very steep slope disturbance,
but will allow the developer to incorporate the lost floor space
into another redesigned building in lesser slopes.
Commissioners’ approval
includes building roadways and placing utilities (sanitary sewer
and stormwater lines) in steep slopes. The road system will employ
fences, guardrails, and retaining walls up to 14 feet in height to
ensure safety.
The site will be served by an
access off Rte. 452, while an emergency-only access comes off Old
Pennell, across from Manor Dr.
A total of 265 parking spaces
were proposed for the complex, while only 210 were required by
township ordinance.
Reducing the overage of parking
spaces would also have led to less slope disturbance on the site,
but Commissioners James McGinn and Michael Fulginiti both said
that they did not want any reductions to the proposed parking
space count. McGinn noted that the new Maris Grove facility in
Concord Township is already suffering chronic parking shortages,
even before the retirement community has been completed.
According to the Grace, no
blasting is planned on the sloped site, and there will be no
negative impact on neighbors during construction, which could
begin as early as this spring.
