John
Rapp honored ………
At its June meeting, the
Board of Commissioners acknowledged and honored Officer
John F. Rapp of the
|
Aston Police Department who
was the recipient of an award at the Victim
Rights Week Awards Ceremony for his professionalism and service
beyond the call of duty on a stormy night in February,
2006.
During a 2006
snowstorm, Officer Rapp
was dispatched by DELCOM to respond to an abandoned vehicle on
Garden Lane in Aston Township that was hindering snow plows from
clearing snow. He
located the owners of the vehicle and in the process of having the
vehicle moved, Officer Rapp met with the owners of the vehicle, a
husband and wife both in their eighties, who reside in their home
on Garden Lane with the assistance of a caregiver.
Instinctively,
he questioned their well- being and became concerned about their
cognitive capacities. His inquiries lead him to the elderly
couple’s home. On arrival he determined (1) that someone had
allowed the natural
gas valve to remain ‘on’ - filling the house with gas and
creating a potential explosive situation, and
(2) that no
caregiver was there. John’s
astute judgment led to his securing the residence, providing for
the safety of the elderly couple, and the launching of a joint
investigation between the Aston Police Department and the Senior
Exploitation Unit of Delaware County leading to the pursuit,
apprehension, conviction and incarceration of the caregiver who
had abandoned the elderly couple not once during that snow storm
but several times during the prior months.
