The purpose of this chapter is to enable the Township to function under generally accepted principles of the Council-Manager form of government. The Board of Township Commissioners shall be responsible for appointing a professional Township Manager who shall be responsible, with the approval of, and under the direction of, the Board, for supervising and conducting the administrative affairs of the Township in a nonpartisan manner. It is the intent of this chapter to retain in the Board all legislative powers, judicial powers and administrative powers and to authorize the Manager to exercise the duties granted to him, subject to the approval of the Board. 220.0 CREATION OF POSITION AND APPOINTMENT.
The position of Township Manager is hereby created. The Manager shall be appointed for an indefinite term by a majority of all members of the Board of Township Commissioners who shall fix his compensation. (Ord. 466. Passed 1-18-78.)
The Township Manager shall be chosen solely on the basis of his executive and administrative qualifications, with special reference to his training and/or experience in municipal management.

The Township Manager shall be the chief administrative officer of the Township. Subject to the approval of, and under the direction of, the Board of Township Commissioners, who shall have the final decision making authority, he shall:
(a) Be responsible to the Board for carrying out all policies and programs established by the Board;
(b) Direct and supervise the administration of all departments, offices and agencies of the Township, except as otherwise provided by ordinance, by law or by the direction of the Board;
(c) Subject to the approval and direction of the Board, appoint, and when he deems it necessary for the good of the Township, recommend suspension or removal of, Township employees and appointed administrative officers on the basis of merit and civil service principles, except as otherwise provided by law. This subsection shall not apply to the Township Solicitor or the Township Engineer. The Township Manager shall not, in any event, hire new employees, suspend employees, appoint administrative officers or dismiss administrative officers without the approval of the Board.
(d) Make such recommendations to the Board concerning policy formulation as he deems desirable;
(e) Subject to the direction of the Board, prepare and submit the annual budget to the Board, together with such explanatory comment as he may deem desirable, and administer the approved budget;
(f) Keep the Board and the public informed as to the conduct of Township affairs;
(g) See that all laws and ordinances are duly enforced;
(h) Prepare a recommended agenda and attend all meetings of the Board with the right to take part in discussion but not to vote;
(i) Negotiate and sign contracts for the Municipality, subject to the approval of the
Board; and
(j) Perform such other duties as are designated by the Board.

1992 Replacement
The Board of Township Commissioners reserves the right to terminate the employment of the Township Manager by a vote of the majority of the Board then voting. Whenever the Manager declines to submit his resignation at the request of the Board, he shall be removed from office in accordance with the following procedure:
(a) The Board shall adopt a preliminary resolution of removal by a majority vote of all members. The resolution shall state the reasons for removal and may suspend the Manager from duty. A copy of the resolution shall be delivered promptly to the Manager. In any event, the Manager shall be paid forthwith any unpaid balance of his salary.
(b) Within fifteen days after a copy of the resolution is delivered to the Manager, he may file with the Board a written request for a public hearing. This hearing shall be held at a meeting of the Board not earlier than twenty days, nor later than thirty days, after the request is filed.
(c) The Board may adopt the final resolution of removal, which may be made effective immediately, by a majority vote of all members, at any time after fifteen days from the time the preliminary resolution was delivered to the Manager, if he has not requested a public hearing, or at any time after the public hearing.
(d) Whenever the Manager declines to submit his resignation following his conviction of or plea of guilty or nole contendre to any felony or misdemeanor, then the Board may remove the Manager from office by a simple motion adopted at any public meeting. The motion shall state the effective date of removal and the only obligation of the Board shall be to pay the Manager any unpaid balance of his salary to that date.
(e) The Board may also suspend the Manager without salary during an investigation, hearing or trial on any civil or criminal charge, for the duration of the proceeding, when suspension would be in the interest of the Township. If the Manager is exonerated, he will be reinstated to duty and reimbursed for all lost salary. Should the Manager resign while under suspension, the only obligation of the Board shall be to pay the Manager any unpaid balance of his salary to the date of suspension. (Ord. 466. Passed 1-18-78.)
Subject to the approval of the Board of Township Commissioners, the Township Manager may designate a qualified Township employee to act as Manager, and exercise the duties of Manager, during his temporary absence or disability. During such absence or disability, the Board may remove such designated person, at any time, and appoint another person as Acting Manager to serve until the Manager returns or his disability ceases.
