274.01      ESTABLISHMENT.

The Finance Committee of the Board of Township Commissioners is hereby authorized to establish an Advisory Committee composed of residents of the Township to provide information and assistance to such Finance Committee.  (Res. 654. Passed 3-15-78.)

274. 02     PURPOSE. 

The purpose of the Financial Advisory Committee shall be to act in an advisory capacity to the Finance Committee. The Advisory Committee, at the request of the Chairman of the Finance Committee, shall review, investigate, develop and recommend plans and programs to aid in control of financial matters and to provide long-term planning.  (Res. 654. 274.03     MEMBERSHIP; CHAIRMAN.

The Financial Advisory Committee shall be composed of members and a Chairman, appointed by the Finance Committee. The members shall be Township residents and have expertise in business, industry, finance and municipal government. Each member shall serve at the pleasure of the Finance Committee.  (Res. 654. 274. 04     AUTHORITY.

The Financial Advisory Committee has the authority to review Township financial records, discuss financial matters with department heads and prepare alternative financial plans, including discussions with experts from industry and the financial community. (Res. 654. Passed 3-15-78.)

274. 05     DUTIES.

The duties of the Financial Advisory Committee shall be prescribed by the Township Finance Committee and shall change and differ, from time to time, as the needs of the Township Finance Committee change. However, the present specific duties shall be as follows:

(a)  Develop and recommend a revenue tracking and expenditure control system for the Township;

(b)  Develop and recommend a multi-year capital equipment improvement program for the Township;

(c)  Develop and recommend a long-term financial plan for improvement of highways, storm sewers and drains;

(d)  Develop and recommend a program to reduce tax delinquency;

(e)  Develop and recommend a program to obtain more Federal, State and County aid; and

(f)  Consider the financial advantages, if any, of hiring a mechanic to work on Township vehicles as opposed to sending such vehicles out for repairs.
