Employees Generally
EDITOR’S NOTE: Ordinance 636, passed February 20, 1988, adopted a formal personnel policy for non-uniformed employees. Ordinance 678, passed April 17, 1991, amended such personnel policy. Ordinance 757, passed February 19, 1997, adopted a new personnel policy for non-uniformed employees of the Township and adopted a Non-Uniform Personnel Policy Manual. Copies of such ordinances and Manual may be obtained, at cost, from the Township Secretary.
280.01 Social Security.

(a) The Township shall become a participant in the Social Security System and the benefits of Old Age and Survivors Insurance shall be extended to its employees and officers.
(b) The President and Secretary of the Board of Township Commissioners are hereby authorized to execute and deliver to the Secretary of Labor and Industry of the Commonwealth, the State agency charged with the administration of the Enabling Act (Act No. 491 of 1951), the Plan and Agreement required under the provisions of Section 6 of such Enabling Act and the Social Security Act (Public Law 734, 81st Congress), to extend coverage to the employees and officers of the Township and to do all other things necessary to that end.
(c) The Secretary and Treasurer of the Township are hereby authorized to make all required payments into the Contribution Fund established by Section 7 of such Enabling Act and to establish such system of payroll deductions from salaries of officers and employees as may be necessary to their coverage under such Old Age and Survivors Insurance System.
(d) The amounts necessary to pay into the Contribution Fund, as provided in Section 4 of the Enabling Act, and in accordance with the Plan and Agreement, are hereby appropriated from the General Fund.(e) The proper officers of the Township are hereby authorized to do all things in accordance with the provisions contained in the Plan and Agreement necessary to the continued implementation of such Old Age and Survivors Insurance System.
(f) The Township shall become a participant in the Social Security System as of January 1, 1951. (Ord. 118. Passed 11-19-52.)
(a) It shall be illegal for any appointed official of the Township serving with compensation, and/or any person or firm with whom he is associated (including, but not limited to, the Township Solicitor, the Township Engineer and the Zoning Hearing Board Solicitor), to provide, in return for a fee, professional services, to any person, partnership or other legal entity in connection with any enterprise requiring permission or approval of the Township. However, nothing contained herein shall prevent such official from providing advice, given without compensation from the advisee, in accordance with the carrying out of his duties as a Township official.
(b) No appointed official of the Township whose duties include the approval of proposals or plans shall participate in the approval of a proposal or plan of any project in which he has a financial interest.
(c) No appointed official of the Township whose duties include the inspection and approval of actual work done shall approve the work done on any project in which he has a financial interest.
(d) In the event of a violation of subsection (a) hereof, the official shall forfeit to the Township any fee received in return for services provided. In the event of a second violation by the official, his office shall be declared vacant and a replacement appointed.
(e) In the event of an approval in violation of subsection (b) or (c) hereof, such approval shall not be valid with respect to the Township. (Ord. 399. Passed 6-11-75.)
280.03 DEFERRED COMPENSATION PLAN. (REPEALED)

280.04 PENSION PLAN FOR NON-UNIFORMED EMPLOYEES.
The Board of Township Commissioners hereby amends, redefines and adopts by reference the “Pension Plan for Non-Uniformed Employees of Aston Township, Delaware County”, a copy of which is attached to original Ordinance 747, passed April 17, 1996, for the purpose of providing retirement and other benefits as stated in such Plan.
